Why doesn't the 18-30 room get used?

I see a few users upset in the teen room that they're around adults even if those adults aren't doing inappropriate things. I have seen some that do inappropriate things as well. I just think that instead of extending the age limit to the teen room that they should implement that room better even if no one uses it. I don't understand why even have the room. In my entire time of having an account I haven't seen the room have anyone inside of it. Is it just desolate and unused?
