VIP's are for sure, since you can't get VIP on the forum without having VIP in the chat and being able to confirm your identity.
Staff members also are the same for sure.
I do imagine most regular users are the same between the two, but a lot of people only have an account on the chat itself and don't really bother too much with the forums.
