The person you are trying to message may have it set to limit who can PM them.
Firstly, are you registered?
PMs work much differently for a guest and registered chatters.
If you are a guest, default is set to 'users' so unless both you AND the other chatter turn them 'ON', save and refresh - it won't work.
If you are registered, go into your PM settings and check to make sure they are the correct setting you want them on -
Profile (top right) > Settings > PM settings.
(Save and refresh).
If you have yours 'ON' and it's still not working, as someone has jsut stated, the other person could have their PMs turned 'Off' or to 'friends only'.
